You will be shewn Mr. Hillier's telegrams to the bank.
Chang will, it seems absolutely certain, in no case agree
to the British and Chinese Corporation being inserted in the
Agreement, and if there is further delay in signing the
whole of the loan will be jeopardized.
The situation is critical and I strongly advise that
Mr. Hillier should be given full discretionary powers to
deal with it.
I submit that internal differences between the Corpora-
tion and the Bank camot be allowed to interfere with our
political interests.
